How many millions more of add-on costs for excavations does this add to the project? In Chicago, the commuter trains run above ground in the center of major highways and main street arteries. There are many trains that are also elevated (i.e. the EL Train). They saved millions in NOT having to excavations. Does anyone have a clue on this project.
