The late seeding of teams for the playoffs meant there was no level playing field for un-seeded teams. The fix was in at UEFA/FIFA. Maybe being able to 'fix' things is why UEFA/FIFA don't want video replay technology. Ask yourself how far South Korea would have got in the Korea/Japan Finals if video technology had been in use.
