Collective Brands of Topeka says it will begin opening Payless ShoeSource stores in the Philippines as it continues to push the value brand worldwide. Payless, with 4,500 stores worldwide, already operates in 10 countries, including Canada and parts of Central and South America, the Caribbean and the Middle East.
