The summit, held at the climax of EAC's tenth anniversary celebrations, was attended by all the five heads of states: Presidents Jakaya Kikwete, Yoweri Museveni, Mwai Kibaki, Pierre Nkurunziza and Paul Kagame of Tanzania, Uganda, Kenya, Burundi and Rwanda respectively.
