A 31-year-old Riverview man has been arrested on a charge that he was drunk when his Pontiac Grand Prix struck and killed a motorcyclist in July. Robert Cooper II, of 10403 Hallmark Blvd., was charged with driving under the influence in the death of Phillip L. Newcomb, 41, of St. Petersburg. Cooper was arrested Monday morning.
